Voters in Virginia narrowly approved a constitutional amendment in a special election Tuesday, clearing the way for a new congressional map expected to favor Democrats in Novembers midterm elections. With all localities reporting less than two hours after polls closed at 7 p.m. EDT, 51.33% of the nearly 3 million ballots cast supported the redistricting amendment, compared with 48.67% opposed.
