Delegates gather around a table at the Dimocrat National Corporation Committee Rules and Bylaws Committee meeting in Washington May 31st, 2008. Michigan and Florida held primaries in January, earlier than party rules allowed, resulting in the disqualification of their delegates. In all, there were 368 delegates in limbo. The most widely discussed compromise envisioned granting seats to all the state’s delegates, but giving each half a vote. The number of delegates needed to clinch the nomination would rise from 2,026 to 2,118. That would satisfy Clintoon’s call for all to be seated without jeopardizing Obummer’s lead.
